Qualified homebuyers are able to obtain additional assistance from the City of Houston in order to purchase these homes with down payment assistance programs and the Houston Community Land Trust.

New Home Development Program (NHDP)

The New Home Development Program (NHDP) provides newly constructed, affordable single-family homes for qualified homebuyers. This program is in partnership with the City of Houston Housing and Community Development Department (COH).

Program Requirements

In addition to the income requirements, to purchase an HLB home you must agree to live in it as your principal place of residence, and meet other requirements including but not limited to:

NHDP Requirements

Complete an eight-hour certified Homebuyer Education Course through a HUD-approved counseling agency.

Must be a U.S. citizen or permanent resident alien.

Must be able to obtain a 30-year fixed-rate mortgage for the purchase price. (No ARMs or seller-financed mortgages).

Must have less than $30,000 in liquid assets.

Traditional Requirements

Complete an eight-hour certified Homebuyer Education Course through a HUD-approved counseling agency.

Must be a U.S. citizen or permanent resident alien.
